Odd Percentage Measure Behavior

Referring to the attached Word document, I have lots of measures that exhibit odd behavior. I have dozens of measures that behave the same way. Details about the measures and screenshots are in the attached document. In a nutshell, the measure value changes depending on the page on which it appears. 

 

It is used on the Table of Contents page as a Button Tooltip, where the percentage appears correctly, and also on the Statistics Visuals (1 of 2) page, where it is also correct.

 

However, when used on the details pages, it displays the percentage as 100%.

 

Is there an issue with the scope of the measures? Any help would be greatly appreciated.

  • johnjbolduc share pbix file using one drive/google drive with the expected output. Remove any sensitive information before sharing.
