Objectives vs compliance

Hi, I need help.

I need to measure the monthly fulfillment of each executive's goals. Each has a visit objective in a client portfolio, and each client has monthly, bimonthly or quarterly visits. How can I measure the degree of compliance on a monthly basis based on the objective and the visits made

I attach the tables with the Objectives and another with the visits made by clients. What I need to show is the % of compliance in each month, for example in March, the issue is that it is complicated when an executive has a bimonthly visit objective in that case it should appear 100% degree of compliance because that month has no objective for the bimonthly modality it has for that client
