OPERATION TIMED OUT
Dataset will not refresh in cloud; error message: "Operation has timed out." I feel that there is a connection between an "IF STATEMENT" used with a slicer. The "IF STATEMENT" is cleaning up data....

Baseds on my understanidng, when refresh dataset created from Azure database, the timeout error occurs, right?
In your scenairo, please make sure Power BI can sign into data sources. If a password you use to sign into a data source changes, or Power BI gets signed out from a data source, be sure to try signing into your data sources again in Data Source Credentials.
In addition, please use Fiddler to monitor HTTP traffic.
