I ended up getting my PC refreshed with a new one and problem solved but obviously this is not the ideal solution. I didn't have the chance to try the recommendation below since I no longer have the PC. Alternatively you may create a new user account on your existing PC and will likely fix the problem since as I described above the problem wasn't related to my userid but the settings/files under my windows profile.
