Number of stores billed every month since registration till date dax

Hi, 

Need help in finding
1. Number of stores with no bills in last 3 months (Month n,n-1,n-2) 
Condition: stores whose time since  registration 3 months   
2. Stores that are continuously billed every month from registration date till  date. 

Registered Outlets:

Outlet 2	01-01-2019

Outlet4	01-01-2019

Transaction Table:

Expected Output :
Stores with no bills in Last 3 months = 1 (Outlet4)
Stores billed continously from registration =  1 (Outlet1)
