    I don't understand very well, I hope this is what you're looking for...

     

    Sum of Contract Amt 2 = IF(ISBLANK(FIRSTNONBLANK(Awards[Contract amt];1));BLANK();[Sum of Contract amt])

    =IF(ISBLANK(Awards[Contract_Amt]),BLANK(),[your_measure])
