Not about custom themes but rather changing colors

I don't want to create a theme pack (although that would be great for many of our customers) but for now, when are we going to be able to just change colors? We have certain color requirements for various levels of dashboard and not really a color palette. I want ot change the Blue to a different shade of blue or even to a brown, is this coming and when?
