Not able to refresh from Desktop

As the error stated, "(503): Service Unavailable", the issue happened to kusto.aria.microsoft.com service itself, the service is not available at a specific time.
In your scenario, as you mentioned the same report can be scheduled refresh successfully in Power BI service, I would suggest you click Refresh in desktop, and click Refresh Now for dataset in service at the same time, to see if refresh can finish.
By the way, please always try to run the latest desktop version.

Tried to parallely run both refresh, but still getting the error.
Ran multiple manual/schedule refresh, able to refresh sucessfully only once, failing mostly with Service Unavailable error.
