You can create a new table using DAX below:
Output = VAR Temp_Table_1 = CROSSJOIN(SUMMARIZE(Ordertable, Ordertable[Date]), UserTable) VAR Temp_Table_2 = SUMMARIZE(Ordertable, Ordertable[Date], Ordertable[UserEmail]) RETURN EXCEPT(Temp_Table_1, Temp_Table_2)
