Normalizing column in matrix that is based on a measure

Hello,

 

I created the matrix below in power bi. In a nutshell, I'm trying to normalize the "Employee Score" column using the "max" value of that column, but I am finding this to be a challenge for some reason. Employee Score column is based off of a measure.

 

The calculation  would be "Employee Score"/Max(Employee Score) = Employee Score /0.257.

 

I have tried MAX, MAXA, and MAXX, but only MAXX(Employee Score) returned a value and that value was not 0.257. Any help in understanding why I cannot directly compute the max value of matrix column would be greatly appreciated.

    New Measure = 
    DIVIDE ( [Employee Score], MAXX ( VALUES ( Table[Auditor] ), [Employee Score] ) )

     

    assuming auditor  is an employee or change Table[Auditor] to Table[Employee]
