Under 'Options' in PBI Desktop I don’t have the option to get updates. (I don't have the option to tick the box)
Additionally, I heard Power BI puts out new release guides and video with any new features, however I have never seen these…?
Where am I going wrong?
The version I am on is February 2021 (2.90.782.0).

There is no setting to always install the latest but if a new version comes out you will be notified when you open PowerBI desktop. The release videos can be found on the PowerBI youtube channel.

The best way to keep your PBI updated is to install from "Microsoft Store" app. So whenever a new version is released it will be installed automatically.
