Based on the total sales of all retailers i.e. Table 1.
For eg. If user choose Retailer A, he already have SKU C,A and E so the next SKU to recommend the retailer based on the Total sales table(i.e. table 1) is SKU B because its the top ranking sku he dosen't have.

All the calculation and process have to based on the sales, no other variable.
