In my organisation, we are using PowerBI DeskTop in DirectQuery mode (SqlServer2016 with RSL).
NewMeasure or Column (and Formatting) is a job mostly done by ITpeople. I would like to add a new measure or Column with my PowerBIDeskTop and make it available for PBIX files already provided to users (they would be advised they have to a kind of "Refresh" to get the new Column or Measure).
Is there a way to do that (except by adding the information within the database model ) ?

You could publish the formula to people, but there is no way to export the measure or column and have them import it.
It really sounds like what you want is to use Organizational Content packs.
It could sound like athe solution I am looking for.
But we work with an on-premise installation with PowerBI Desktop.
I undertood that the concept of "Organizational Content pack" is not available for this kind of use

Organizational Content pack is a feature available in Power BI Service instead of Power BI Desktop. You need to publish report to Power BI Service firstly, then you can package up and share your own reports and datasets with your coworkers.
