Good.
I have found the solution, formerly the users of my administration, were given were registered alone during the discharge, now something has changed. I have managed to find how to do it, I put the solution in case someone needs it:
1.- Login in the web of power bi.
2.- In the page header, select ... ConfigurationManaging portal.
3.- Click Users -> Go to MS 365 administration center
4.- Here register the new ones.

From that link I get the same error.
I have permission to Manage licenses, but they can't find a way to do what they ask for.
