    Nun - OK, not to steal Fowmy 's thunder here by maybe:

    Column =
  VAR __Table = SUMMARIZE(FILTER('Table',[Col1]=EARLIER([Col1])),[Col2])
RETURN
  IF(COUNTROWS(__Table)>1,[Col1]&[Col2],[Col1])
