Current, you can't configure which type of power bi content user can view.
I'd like to suggest you to setting RLS based on their username, they will filter table records based on current username.

That isn't going to work for my company. I need something that uses the rules already established or active directory.

You can setting rls filter to use signed user account to filter on data table records but you can't do custom with shared app contents.
In other word, you can setting permissions of whole app but you can't accurate control which type of contents they can view.Regards,
