New Column-Output Default Branch by Max(CountofPatient) by Zip

I have a table with :

I want a new column for a Default Branch that will recognize that those top three zipcodes are the same, and will output the branch with the highest patient count per zipcode like such:

I tried:

Column=CALCULATE(MAX(Table[CountofPatient]), ALLEXCEPT(Table, Table[Zip]))
But it gave me:

3.PNG

Which does not make sense. I figured I could go from here and add another column where if the count of patients is the same as column, give me branch.

I figured it out. I was pulling more values than I thought
