    you can try to create a measure for this

    Measure = DIVIDE(sumx(FILTER('Table','Table'[Data]="PV"),'Table'[Number(USD)]),sumx(FILTER('Table','Table'[Data]="Number of Cards"),'Table'[Number(USD)]))
     
    for JPY you can create a similar measure to get the speed
