Your greater signs and equal signs are not in the correct position, and you did not add double quotes to the fields after Then function.
So you can refer this following formula,
if [#"ReceievedDate - Time"] >= #time (0,0,0) or [#"ReceievedDate - Time"] < #time (1,0,0) then "00:00 - 01:00"If you have any question, please kindly ask here and we will try to resolve it.
