Created a user role on top of email dynamically with 'user Principal Name ()'. This will take only those rows user had access. Now the question is we need to give the full permissions to some users . Irrespective of previous user role, these people need to access all the Power bi sheets.

There are 2 recommended ways to give them full permission.
1. Assign users edit permission to the dataset, so RLS becomes invalid for those users.
2. Change the users workspace role from Viewer to workspace Member/Contributor/Admin, in this way they can also see the full data.

Create a permission "all" without any conditions and give your manager access to that permission.
Becuse he/she has no value in your permission setup and thats why he/she cant access any visuals.
