Need to change visual to match Excel Clustered Column Chart

Hello, 

I'm trying to convert an Excel report into a pbix, but I'm having major problems getting the visual to look the same. I want to display the comparison of categories by type, then by department (see screenshots). But Power BI won't allow me to combine them. Is there any way to make my pbix visual look like the Excel graph?

@Anonymous unpivot the data, so that type comes in the row

@Anonymous , values on axis and dept 1 and dept 2 as values

 

or values on axis and department as legend

@amitchandak I tried that, and it doesn't work. See below for data structure.
