Turned out the solution was pretty simple in the end.
Total Costs Program1 = CALCULATE ( SUM(DataTable[Cost])+0, FILTER ( ALL ( DataTable ), DataTable[Program]= "Program1" && DataTable[Mode] = "Internal" ), PREVIOUSYEAR('Calendar'[Date]) )
