    Hi Anonymous 

    Try this measure in a card visual:

    Measure =
COUNTROWS (
    INTERSECT (
        CALCULATETABLE ( DISTINCT ( Table1[ID] ), Table1[Date] < DATE ( 2019, 1, 1 ) ),
        DISTINCT ( Table2[ID] )
    )
)
