    Assuming you have a table called Locations with the sample data you showed, you can create a measure like this...

     

    =DIVIDE(
	SUMX(
		Locations,
		Locations[No. of devices]*Locations[Unique users]
	),
	SUM(
		Locations[Unique users]
	)
)
