Your current data format might not be suitable for a Sankey diagram. Typically, Sankey diagrams require circular or hierarchical data. However, some newer options allow for simple tabular data. I recently used ChartExpo's Sankey diagram, which supports tabular data and worked well for me. You might want to try it.
