    Tutu_in_YYC , Thanks for your effort, It doesnt solve my exact purpose. However I could achieve the requirement with Deneb by considering positive and negative values as seperate layers.

Sounds like, you want to positive and negative value to not be summed up, and then should be broken down by State.

This is the closest I could get. Since we can separate the + and - using measures and further breakdown by State.
