How to convert this into DAX   

if([Type]='S', [Noti number])   ?

For columns, try this :

Measure =
IF ( MAX ( 'Table'[Type] ) = "S", MAX ( 'Table'[Noti number] ) )

Column =
IF ( 'Table'[Type] = "S", 'Table'[Noti number] )

IF ( SELECTEDVALUE([Type]) == "S", MAX OR MIN([Noti number]),blank()).

Only the existing measure values are listing out while writing DAX, the column "Type" is not listed.
