Need help on Scatter plot kind of visual

Hi Team,

Could you please help me plot or design similiar kind of visual (I tried but iam not able to do - all the Y axis only valid for integers).

If any Python scrpting or idea also most welcome.help.png

As you noticed scatter plots need numerical x and y axis  (x axis can be temporal too I think).  

 

Either map your countries to numbers, or use different visuals - R, Python or SVG.
