Need help in custom column formatting

Hi Guys,

How do i use custom column formatting function in PowerBI? Like in Excel, we have the option of format cells, where we can select custom formatting as per our needs. how do we do the same thing in PowerBI. I have attached excel screenshot below. Please tell me how I can achieve the below task in PowerBI for perticular column. (Blue highlighted in screenshot)
