Need help designing a Power BI Matrix report
How can I develop a power bi matrix report where the row and column attributes show in the Matrix even if the value is zero

You simply pull the fields into rows, columns and values of the matrix and the zeros will appear. Zeros are still data values and they will still appear in the matrix visualization unlike blanks or nulls.
If it helps, you can enable the "Show items with no data" option.
