Need help designing a Power BI Matrix report

To report on things that are not there you need to use disconnected tables and/or crossjoins
Please provide sample data that covers your issue or question completely, in a usable format (not as a screenshot).

You simply pull the fields into rows, columns and values of the matrix and the zeros will appear. Zeros are still data values and they will still appear in the matrix visualization unlike blanks or nulls.
If it helps, you can enable the "Show items with no data" option.
