My Paginated report is increasing the size of each row vertically exponentially

My report builder report looks fine when I run it in the desktop. But when I publish it the column header row and data rows grow about 20 times taller. I clicked each text box and set it not to not allow height to increase.

In the image you can see how the header row generates about 15 rows worth of blank spaces between the text and the bottom border. The same thing is happening with each row.

I have same problem. In desktop it all looks great but when published to the service, rows gets much bigger
