Sometimes the pbix files saved on Sharepoint sites takes a little longer to upload fully, especially with heavy files. Ensure that the users download the latest version from the share point site.
Also, if the data sources are refreshed when the users open the pbix file on their systems, ensure all users have same access to the underlying data sources.
