I am seeking help on how to create multiple trend lines on a line chart.
The requirement is to compare the three chapters below for 3 consecutive years. The line chart in PowerBI does not allow me to compare the national data to the organizational data.
We created the below line chart in Excel and are trying to mimic it in PowerBI. Any thoughts?
p.s. I have tried the Legend feild but it does not allow me to use two measures for comparisons. Also, small multiples will not work for this requirement.

Why do you use two measures?
If you have your data in different tables, try to use summarize to get a only one
