You can easily achieve the above chart in Power BI.
First thing you need to do is extract Month-Year from your date, so that you can have it as a Legend. You can folow this easy article on how to get Month-Year from Date column in Power BI:

Once you have this column, create a Clustered colum chart visual:
Then move your respective fields. I created one chart at my end as follows:
