Multiple PBIX files, Multiple User Levels, 1 Dataset

What would be the best way to set up the current scenario:

 

- I have multiple users with different permision levels

- Multiple PBIX files (reports) 

- I have one dataset that I want to connect to and can edit from every pbix file (Currently using live connection)

 

The problem is, when I use the Live Connection facility in Power Bi desktop, it gives me access to the dataset and measures created in the original pbix file but it doesn't let me edit them.  I can create new measures in the non-original pbix files, but these measures don't show up in the original pbix file with the original dataset.

 

Is there another method, other than RLS, to create a setup where I can have one editable dataset across multiple pbix files?

@jaydeekay , if you creating a measure in based pbix and publish, you will see those in the child pbix using that has data set, after refresh .

But I doubt, you can not move back from child to the original.
