Multi Language for just titles and text boxes

I want to set English and German language options only for the table, matrix and slicer titles and text boxes in the Dashboard. Data values do not need to change. Is there multi-language conversion available just for label fields? Azure Analysis Service is used as the data source. I use free workspace. Only report developers have a pro license, all viewers are free users.
