Multi-Column tooltip not working

I'm trying to setup different tooltips for each of the columns in the table visual.  The first 2 columns are text and not calculated, I've created measures for columns 3-5, even though I'm assigning specific columns to the tooltips - they're still not changing (have the Tooltip page set to "Auto").  I don't understand what I'm dong wrong, and why I can't get a definition for column 1 and an explanation to show on column 5.  

Metric Name (Column 1) Unit of Measurement Actual Goal % to Goal (Column 5)

I really don't want to have separate tables for each of these columns, just so I can have changing tooltips but at this point I don't know what else to do.

    Anonymous Can you share the PBIX or provide sample data and calculations so this can be recreated?

       I would love to, but I can't seem to figure out how to post the pbix file on here

        Anonymous Yeah, you have to share it from OneDrive, Box, etc. Unless you are a Microsoft employee or a Super User, you can't attach files directly.
