I ended up finding a solution that worked. I change the measure to display the data but I ended creating a PY and CY measure. Then added a third line that calculates the max and multiplies it by 1.4 to add some need space.

Super UserTo create more space on the graph you could specify the min max values on the Y-Axis portion of your graph. This way you can control how much space above your max value you will have.
In the format menu there is also a reference line you can take advantage of on the line chart visual to help you get the constant you are looking for:
