Movement % - DAX calculation Amount fom initial value to reassigned value

Hi,  I am attempting to find the best solution to calculate movement (code reassignment).

Any help is appreciated 

As can be seen the raw data has two columns for the same attribute (one where it started at creation, one where it was reassigned and exists now).  I am looking at the best way to calculate the movement %, looking at the aggregate total of all A's in Creation column compared to the aggregate total of all A's in Reassigned column.
