Try this, confirm that Date is date datatype
_TR Cost Last Month =
VAR _LastMonthSales = CALCULATE(
SUM([Value]),
FILTER('Append1','Append1'[Units (adjust)]="TR Charge"),
DATEADD('Append1'[Date],-1, MONTH)
)
RETURN _LastMonthSales
