Missing Counties in Azure Maps
Since Power BI Desktop is retiring the default Filled Map visual, I switched in Azure Maps. There are counties in some states that don't fill in. I used the format <County Name> County, <State> USA, and majority of the counties fill in as expected. However, there are a few one-off gaps. Using Ohio, for example, Fayette County does not seem to fill in. The screen capture below is based on a territory map. Data is assigned correctly in the database and the formatting, per my mention above, still applies.
I also noticed that Boone County, Indiana only fills in a small piece of the county, not the entire county. It is as if the filled map favors the corridor near Eagle Township and Zionsville only.
Filled maps, soon to be sunset, and Azure maps are the only visuals I know that color in geospatial markers like zip code locations, states, counties, and regions. Since stakeholders requested filled maps, that's the option for maps. Are there any other map visuals that can be imported into Power BI Desktop that have a filled map facility? Azure works for the most part. However, anomalies like the two counties I called out for Ohio and Indiana leave me wanting better map options for our Power BI reporting needs. And doing geospatial work outside of Power BI is not an option.

I would also suggest you raise a ticket with Microsoft about these issues. Azure Maps are woefully unprepared to take over for the soon to be deprecated map types.
If you have a Pro license you can open a Pro ticket at https://admin.powerplatform.microsoft.com/newsupportticket/powerbi
Otherwise you can raise an issue at https://community.fabric.microsoft.com/t5/Issues/idb-p/Issues . - v-echaithraCommunity Support

The matter of random US counties not filling in on Azure maps has not been resolved. We have explained to users the few counties that we noticed are not filled in and they understand since there are only a few.
