Missing Color By Rules checkbox

Good day,

I am missing the Color By Rules checkbox on my desktop version of PBI.

I am able to do conditional formatting, but my Background and Font color scales popups do not have a Color by rules checkbox.

Version: 2.51.4885.1041 64-bit (October 2017)
How do I make this feature available on Conditional Formatting?
