Migrating from Tableau to Power BI - Need help

Hi Team,

Need some help guidance to help me get started into Power BI.

I have built a basic dashboad in Tableau for my business to view Member counts belonging to certain policy.

I extracted original data source and added two colums to it.

Start Date Conversion =

IF UPPER([Report Start Date])="TODAY" THEN TODAY()
ELSE DATE([Report Start Date])
END

Start Date Within Cov Range =

[Cov Eff Dt]<=[Start Date Conversion] and [Start Date Conversion]<=[Cov Canc Dt]

Finally my datasource looks like this  Attachment 1 : Tableau Data source

Top Half of my Dashboard:

Rows : PVRC

Columns : REL CD and COV TYP CD

Bottom Half of my dashboard :

Rows : PVRC and LGCY PRDT CD

Columns : REL CD

Measure : COUNT (DISTINCT (SRC CDB XREF ID))

Filters :

REPORT START DATE (User will input this value in yyyy-mm-dd else Default (Today))

LGCY CUST NBR (Drop Down)

LGCY POL NBR (Drop Down)

I have unloaded Power BI desktop and extracted my datasource (Attachment 3)

I need some help in creating replicating above dashboard.

Issues am facing :

1) Should i create separate Date table to get user input date or can i create  a new column in existsing table to acheieve the same ?

2) If i create new Date table how can i acheive "Start Date Conversion" and " Start Date Within Cov Range" field logic by linking it to main table.

3) How to perform multi row or multi column filter in Power BI ?

4) by Default SRC CDb XREF ID (the measure i wanted to create is having sum function associated with it but i need distinct of that value when filter gets applied.

5) Am sorry if am asking most basic questions but please help me explore power BI, i have watched few training videos but none of them covered these points, hence posting it in this community.
