Microsoft.PowerBI.OleDb is not registered

Error message:

'The provider 'Microsoft.PowerBI.OleDb' is not registered.  The following system error occurred: Class not registered A connection could not be made to the data source.

this question has been posted several times, but I cannot find a solution on the forums.  User has uninstalled and re-installed Power BI and is still getting the same message.  Other users are accessing the same data source without getting the error.
