It seems that your report contains the custom visual Gantt and you open the PBIX file with no internet access. Please try to open the PBIX with internet access, or remove the custom visual from your PBIX file.

This issue has already been reported before, and the fix should be included in the Nov 2016 version of Power BI Desktop.

Now on Oct 2016 version, it can only be solved with internet access.
