Merging 2 Tables with no Relationship

Hi,

I am trying to create a new table that shows me all values of table B for each of the values in table A. I cannot use the merge option without a relationship nor the append option without getting a bunch of null values. Attached you will find some pictures of what I am trying to accomplish in the Power Query Editor.
