Merge a table but with different grouping

Hi All,

Need help here.. I'd like to merge two of these tables. The hurdle here is that on Table 1 (left side) I need to group the value with MRF & Quarter. On the right table, value is both measures that cannot be splited to Quarters or MRF.

Or another acceptable solution, I need the left table to be sorted by PPV COC.
