Then I don't think we need to create dim table. you just add all measures to one matrix table. If this does not work, pls proivde some sample data and expected output.

The value comes from one table or different tables.
if they come from different tables, I think you can create a dim project table and create relationship between dim table and those tables.
Then you can only create one matrix visual to display all the data
