Memory Allocation failure is prevent me from opening report

Every time I try to open this report, I get a "Memory error: Memory Allocation Failure. Try simplifying or reducing number of queries."

The published report refreshes fine so I am a bit puzzled on why I am getting this error. I tried to increase Data Cache Management Options Maximum allowed to 16384. I tried to increase Parallel loading of tables up to 2 simultaneous evaluations with 8192 MB for max memory per evaluation.

I am using a VM with 32 GB of ram.

I am using Power BI Desktop version: 2.119.986.0 32-bit (July 2023)
I cannot open the report to edit the queries so not sure where to go from here. Any help is appreciated. Thanks!

Uninstalled and reinstalled Power BI Desktop and I was able to open my report. Followed instructions from this post: https://community.fabric.microsoft.com/t5/Desktop/Memory-error-opening-report-after-upgrade-of-Power...

I am not sure what was causing the error. Would be nice to have an option to open a failed report without refreshing/retrieving the data.
